A loadsheet is produced by subscribing to a flight, or created manually on the device where there is no connectivity. From there it is one document: crosschecked against the takeoff calculation, signed, and revised when a last minute change comes in.
Load control events sit above the line and flight deck events below it. The filled markers are the two points where the commander signs.

The current edition is visible on the flight deck as the figures firm up, so the commander has been reading them well before signature.
The figures on the sheet are checked against the active takeoff calculation, so the weight the aircraft departs on is the weight the performance was computed for.

Closeout is handled in LoadCloseout, part of the weight and balance module. When loading and boarding are confirmed the final edition is produced and reaches the flight deck on the same data the desk holds.

The final edition is signed on the flight deck, and the acceptance is recorded against that specific edition.
The station holds a copy of the sheet
A loadsheet created offline is calculated and signed on the device. A copy is held on the ground before the aircraft departs, digitally or on paper, and anything still unsent goes out on its own once connectivity returns.
A change after signature goes into the sheet and the figures are worked out again, so the weights and trim on the signed sheet are the ones the aircraft departs on.
